El plan del estado de Veracruz (México) ante el cambio climático. Parte II: guía metodológica

Abstract

[ES]México está conformado por 31 estados y un Distrito Federal. Éste, seguido del estado de Veracruz -al oriente del país, en la costa del Golfo de México- son las primeras entidades en elaborar un Plan Estatal ante el Cambio Climático (PEACC). Como resultado secundario del Plan Estatal de Cambio Climático de Veracruz, se generó una Guía Metodológica para la elaboración de este tipo de programas estatales. En el tema del cambio climático, es necesario facilitar la obtención de aproximaciones a la realidad local o regional presentes y de escenarios futuros, que favorezcan acciones en esas mismas escalas. En esta comunicación se presenta un extracto de esta Guía Metodología que será utilizada para la elaboración de diez estudios estatales que iniciarán en 2008.

[EN]Mexico is a federal republic constituted of thirty-one states and a Federal District. This one and the state of Veracruz – situated in the southwest part of the country, in the cost of the Gulf of Mexico – became the two first states that designed a State Plan for Climate Change (PEACC, for its initials in Spanish). One of the secondary results of the Veracruz PEACC was the creation of a Methodological Guide for the elaboration of comparable plans.When addressing the matter of climate change it is necessary to have a wide perspective on this issue, thus one should include local o regional research which might help to future actions that operate in the same scale. The following is an extract of this Methodological Guide that will be used for the elaboration of 10 state studies which will begin in 2008.
